Diamond Area Community Development Fund (DACDF): A government-administered revenue-sharing mechanism established to allocate a proportion of artisanal diamond export revenues to diamond-producing communities in Sierra Leone. Its primary objective is to support local development by financing community-based projects, promoting economic empowerment, and compensating for the socio-economic impacts of diamond mining.
The Fund is disbursed through local governance structures, particularly chiefdom authorities, to ensure that benefits from diamond resources are redistributed to affected areas. The Eastern Region — particularly Kono and Kenema — accounts for approximately 76% of all disbursements, reflecting the geographic concentration of Sierra Leone's diamond mining activities. About DACDF: The Diamond Area Community Development Fund supports communities affected by diamond mining — used for infrastructure, health, and water projects.
Community Development Agreements (CDA) & Community Projects: A CDA is a legally binding agreement between the holder of a small-scale or large-scale mining licence and the primary host community, established under the Mines and Minerals Development Act 2022 to promote sustainable development and improve the welfare of affected communities. Mining companies are required to contribute not less than 1% of annual gross revenue to a Community Development Fund (CDF).
The CDA sets out the framework for consultation, planning, implementation, management and monitoring of development initiatives supported by mining companies, while respecting the rights, customs and traditions of local communities. It also provides for a Community Development Committee comprising community stakeholders to manage the CDA and the CDF. Projects in this dashboard are categorised under four funding streams: Corporate Social Responsibility (CSR), Community Development Action Plans (CDAP), Agricultural Development Fund (ADF), and Community Development Agreements (CDA). Data is available from 2016 and will be updated as new submissions are received by the NMA.
Surface Rent: A statutory compensation payment made by a mining licence holder to landowners and landholding families for the use and occupation of land for mining and mining-related purposes, as provided under the Mines and Minerals Development Act 2022. It is negotiated based on the size of the area covered by the licence and is intended to compensate for loss of access, use and livelihood derived from the land.
Distribution under the 2022 Act: Landowners 70%, Paramount Chief 10%, Constituency Development Fund 10%, District Council 10%. Prior distribution (pre-2022): Landowners 50%, Paramount Chief 15%, Chiefdom Development Fund 15%, District Council 10%, Constituency Development Fund 10% — see the Chiefdom Allocation tab for the disaggregated historical breakdown.
